This history is to be compiled under

the auspices of the Hong Kong Government, and

Mr. Hughes occupies a semi official position in view of the relations between the University and

the Colonial Government. I think, therefore,

that he might be allowed access to the recent papers as an exceptional matter, but it should

be made clear that no extract or information

obtained from such papers may be published

without the consent of this Office, unless, of

course, it has already been published.

Subject to the observations of the

General Division.
